Your regional representative knows all about the programs and services that are available to DeafBlind individuals, their families and service providers in your state and beyond, and can help you find and access the ones that are right for you.

Whether you’re interested in learning about support services near your home, would like to take advantage of the technology available through the National Deaf-Blind Equipment Distribution Program or want to explore the possibility of training at our national headquarters, your regional representative is your link to all that HKNC has to offer ─ consultation, advocacy, assessment, training, referrals and more.

Cynthia Ingraham

Regional Representative

Cynthia L. Ingraham has been the East Central Representative for the Helen Keller National Center for 32 years. Dr. Ingraham completed her doctoral degree in Deaf Studies and Deaf Education at Lamar University in Beaumont, Texas. She has authored numerous monograph chapters on transition issues for youth with sensory disabilities and more than two dozen articles on the education and rehabilitation needs of consumers with physical and sensory disabilities. Dr. Ingraham volunteers with New Life, Inc., a wheelchair sports program for youth with physical disabilities in the Metro Washington, D.C. area, Habitat for Humanity, Rebuilding Together and aging-in-place programs in the Mid-Atlantic Region. Dr. Ingraham is also a freelance writer for About Time Magazine, Inc., based in Rochester, New York, writing on social and educational issues within the African-American Community.
